Just My Opinion
If you still have feelings for your ex, let her know how you feel about them going out. If she's a true friend, she'll choose you over your ex. If she doesn't listen to what you have to say, she is not a real friend. Just be the bigger person.
If you don't have feelings for him, still talk things out. It's better to get it out now than later (it could mess things up). Be happy for her if you don't have feelings for him. Ask yourself, "Is it worth it?"
If it was me, I would be mad at her, but I'll tell you that you should think long and hard. Is a boy really worth getting in between me and my best friend? If it's really bothering you, sit down and have a talk with her and tell her that you don't want her to go out with him.
